The issues regarding the addition of the rank Chief Master Sergeant and minimum length service for promotion were also discussed for their influence on the personnel allocation channels and manpower structure of the Armed Forces. The Normal Military Ranking Regulation was concluded to be satisfactory in terms of the management system from the perspective of organizational structure, but also appropriate in meeting the career plan of officers. The ratio of 1% for Chief Master Sergeant was proved proper. This study also concluded that the extension of minimum length service for promotion is beneficial to practical experience, balanced career development, increasing in promotion rate and number. As seen, the existing Normal Military Ranking Regulation still has room for improvement. The number of Technical Sergeant in the organizational structure is critical, and would influence the stability of the manpower system. Therefore, this study suggested careful planning of the Normal Military Ranking Regulation, as well as its implementation procedures. Chief Master Sergeant should be deemed the goal of pursuit for Volunteer Noncommissioned Officers. This study expects to provide a guideline to Ministry Of Defense for the establishment of personnel policies and manpower structure for Noncommissioned Officers.
