The assessment and choice decision of major weapon equipment system is one grave national defense topic. Therefore it is necessary and essential that, by means of scientific analyses of tools and methods, a just, objective and transparent policy making mechanism of assessment must be set up. The study is thus oriented, based on the methodical foundation of BSC to evaluate the four important perspective dimensions of financing, customer, internal process management and learning & growth. Being in accordance with documentation research, the current status of ROC national forces weapon system analyses and interview outcomes with experts in this field; the basic researching methods are determined as: main perspective dimensions for assessment and their corresponding evaluation indicators, interviews or questionnaires of experts by means of Delphi Law reconfirming the integrity and importance of assessment perspective dimension for major weapon system suppliers, and the evaluation indicators mentioned in this research. AHP stratification analytic dual comparison of various level assessment perspective dimensions and the evaluation indicators by Expert Choice software After AHP stratification analytic dual comparison, “customer perspective” of the four perspective dimensions is the most important item, followed by “financing perspective”, “internal process management” and “learning & growth”. The last two are reconfirmed as this research planned before. The result of the questionnaires also shows that, in order to choose the best weapon system supplier for the weapon system to meet operation requirement, most of experts interviewed think that financial cost can be considered with more flexibility while the price is not always the major stable factor in the assessment
