It is unavoidable to learn or to teach through internet. From the information policy, the present situation in internet, the development of teaching via internet, and the needs of instruction, we know it is necessary to carry out instruction via internet. However, there are few websites set for instruction. The purpose of this research is to develop web-based instructional software for science and technology education, to set a website for instruction and to evaluate its effect. The issues this research will probe are (1) the problems the researcher meets when setting an instruction website and how to solve them. (2) the comparison of students’ study achievements between students via internet instruction and those via traditional instruction. The participants were students in a four-grade class in Miao-li County. Another class was chosen as a contrast. The main conclusions of the study were as follows: (1) it can achieve the integrity to develop and design the web-based curriculum systematically, (2) through internet instruction the same effect can be achieved as traditional instruction, and (3) web-based instruction has an remarkable effect in students’ learning retain.
