| Summary: | 碩士 === 南華大學 === 歐洲研究所 === 92 === The 911 terrorist attack on WTC in New York shocked the international community and the relations between powers as well as the global security framework. During the cold war, European states depended on US economically and militarily and US take the whole burden of European security. After the end of cold war, with the collapse of Soviet empire and communist regimes in Eastern Europe, we saw the development of democratization leading the Europe to convergence. Economic and politic integration make EU much more independent from US and this loose the transatlantic relationship. We found that more debates on economic, politic, and military arise across the Atlantic.
For decades, it's main foreign policy priority for US to associate with Europe, e.g. military, trade, and politic. After 911 event, Europe stood on the same side with US to denounce the cruelty of terrorism. With the support of the whole international community, US dispatched armed forces to Afghanistan on 7th October 2001. In 2003, US’s decision, supported by UK, Span and Italy, to attack Iraq faced opposition from France, Germany, Russia, and China. Europe and US collide with each other on the Iraq issue.
Though the dispute of Iraq issue and US unilateralism, e.g. attacked Iraq, abandoned ABM treat, rejected Tokyo Treaty, cripples the cooperation and coordination of Europe and US on other issues, we may not forecast that the end of transatlantic relationship. We should put in mind that the democracy, liberal, and human right are basic value shared by the two sides.
Recently European effort to go its way in defense policy, e.g. ESDP, Rapid Reaction Force, encountered US’s reluctant to endorse. But we still can observe that the attitude of NATO as well as US has changed smoothly. No doubt that US is the dominator in NATO and NATO doesn’t reflect the whole European interest. Thus the future of transatlantic relationship will be the image of competition and cooperation.
