At present, the fishery business of our country that their costs raise (For example: Oil price, the expenses of human affairs and cooperation.etc.), but the fish prices reduce. Under these unfavorable factors, our fishery business produces many problems of operating difficulties. Then, encountering the 911 terrorism attack in U.S.A and floodwaters in Europe, and these accidents make international re-insurance markets become palsy. They have no choice to increase the expenses of re-insurance to make up the sudden catastrophes. The targets of ship, cargo and aviation insurance don’t stride across the countries, and the risks also are all-round. We can’t respond only by the national framework, and these risks can’t be arranged insurance in some countries. They must be responded by the international viewpoints. Therefore, risks decisions should be established on the scale of the world, and they can elaborate the function efficiently. Taiwan fishery business face the risks of operation and internationalization, they should consider the ideal captive insurance system with full insurance and reasonable premium to satisfy the ship-owners. This research adopts the interrelating information of Fishing Vessel insurance of marine insurance statistical form. According to the last statistical data of Fishing Vessel insurance from 1993 to 2002. They predict the insurance premium and profit in the further six years by the way of regression analysis, and cooperating generally scenario analysis to prove into the feasibility study of establishing the captive insurance of Fishing Vessel in the future in Taiwan. The discoveries of this research, the fishery business establishes captive insurance company that can reduce losses and transfer the risks. And directing against on the problems of Taiwan Fishing Vessel insurance cooperative company can’t accept insurance capacity, making the investigation and reference on insurance planning and risks management.
