To this end, the National Science Council has drafted a plan to solicit the most suitable alternative to traditional archiving methods. In advanced countries, libraries and historical archives at all levels are constantly doing research on some digital means to process the burgeoning volumes of materials and to improve the durability and quality of their collections. Indeed, every country attaches especial importance to the accuracy and sustainability of archived resources therefore formulate new ways to prevent the loss and damage of these materials. Electronic storage media require constant inputs of human resources, funds and time to achieve the purpose of long-term data preservation yet there is no guarantee of data security. Traditional data storage media like microfilm have several advantages, but they are also inconvenient in a number of ways. For example, microfilm cannot compete with digital files in terms of efficiency, but they are convenient to use and the data they contain are not easy to tamper with, giving them value as an archiving tool. Three conclusions were found after this study: 1. Microfilm has been recognized internationally as an important archiving medium for documents. 2. A recommended national standard for digitizing the microfilm content was developed based on current microfilm resolution. 3.
