Summary:碩士 === 國立臺灣海洋大學 === 航運管理學系 === 92 === Harbor has always been the gateway for trading market and played a significant role in national development.Since the management of harbor has in the long run belonged to the national government, there is a trend toward enterprise-managed model in the future.However,owing to the varities of changes in the oceanic environment, the goal for the harbor managers is set up to confront the operations effectively so as to use the resources efficiently and profitably. In rapidly competitive environment for ports,central government while in auditing needs a clear,fluent but overall method measures for the operational performance of ports. This study with an eye-view of top auditing groups aims to evaluate the performance of harbor operation by founding index including finance, usuage of resource, productivity and level of services based on the statistical datum published and comparisions of index studied. By the benchmarking method, the readers are easily to learn the gap intro and inter harbors in the radar-like figures. It’s very useful and fluent to acknowledge the strength and weakness of port operations. Then by using the Data Envelope method, the managers are fully aware of overall harbor performance in operation and consciously to afford the alternatives for improvements. Taking four international harbors in Taiwan for example, the results of this paper include the followings: A. By Bench-Marking Method I. In the interior past five years’ comparisions of harbors, best performances for each harbor itself are Port of Keeling in 2002,Port of Kaohsiung in 1998, Port of Taichung in 1998 and Port of Hualien in 1999. II. In the inter-comparisions of four harbors, the results include: a. Revenue/Cost ratio in harbor affairs work, Port of Kaohsiung wins the first. b. Revenue/Cost ratio in Stevedoring affairs work, Port of Taichung gets the top. c. Rate of Return in grand total affairs, Port of Kaohsiung gets the first. d. Rate of Return for total assets, Port of Kaohsiung behaves the best. e. Turnover usage for Tugging boats, Port of Taichung gets the top. f. Berth usage for Commercial boats, Port of Keelung gets the top. g. Storage utility usage, Port of Keelung and Port of Taichung get the better performance. h. Productivity index for employees, Port of Taichung gets the top. i. Land-use utility, Port of Kaohsiung wins the first. j. Service for the entry/exit of ships, Port of Taichung provides less congested services. B. By Data-Envelope Method I. Port of Kaohsiung is relatively competitive in all four international harbors in Taiwan. II. All four harbors are in a state of increasing profit of scale. III. With residual Variable analysis, management efficient in harbor is archived by the adjustment both in input/output resources.
