To analyze the concepts of the kindergarten contracting out; 2. To discuss the theories of the kindergarten contracting out; 3. To comment the possibilities of the kindergarten contracting out through illustrating the theories; 4. Summarize the findings of above to provide the suggestions for planning the policies of kindergarten contracting out. Documentations analysis and interview the experts are two major methodologies of this study. Three subjects are covered by documentations analysis: concept of kindergarten contracting out; extensive study of kindergarten contracting out from the various aspects i.e. economics, public-administration, education and laws; finally, the issue and development of latest kindergarten education. Interview the experts is to cross check the findings with documentations analysis about the possible dispute and issue of kindergarten contracting out. 17 conclusions and 18 suggestions are provided after the research. 17 conclusions are categorized to 5 groups: 1. The theory of kindergarten contracting out is not yet formation; 2. The inconsistent definition of kindergarten contracting out and the purpose doesn’t fit the needs of early childhood education; 3. The illustration of kindergarten contracting out from the view of economics, public-administration, education and laws need to be enhanced; 4. The composition of the kindergarten contracting out management need to be paid extra attention; 5. Clarification of the possibility of kindergarten contracting out. The 18 suggestions are also categorized to 3 aspects: 1. 7 suggestions to kindergarten contracting out theory’s development; 2. 3 suggestions related to hypotheses of kindergarten contracting out; 3. 8 suggestions to kindergarten contracting out future development.
