The main methods applied in this study were literature review and questionnaire survey. The 800 samples for this study including the members of principal selection committee, education administrators, school principals, school chiefs, teachers and student parents were selected from Taipei County and Hsin Chun City. The methods used to analyze the data collected from the questionnaire were frequency distribution, percentage proportion, chi-squared test, t-test and F-test. Based on the findings of data analysis, the results were shown as follows: 1. For the methods of principal selection: Principal selection at county level was one of the best choices. (1)Generally speaking, the selection of principal should be at the county level if there were no exception. (2)Most examinees suppose that the best way to select principals were by county principal selection no matter how many schools in the county, the size, and the location of schools. 2. For the organization of principal selection committee: (1)The members of the principal selection committee should include principals’ representatives, teachers’ representatives, parents’ representatives, professionals and scholars, but without county and/or city councilors. (2)The principals’ representatives of both the level of county or school principal selection committee should be recommended by county principal association. (3)Teachers’ representatives of the county principal selection committee should be recommended by county teachers association; teachers representatives of the school principal selection committee should be voted by teachers of the school. (4)Parents’ representatives of the county principal selection committee should be recommended by county parent association; parents’ representatives of the school principal selection committee should be recommended by parent organization of the school. (5)The professionals’ and scholars’ representatives of county or school principal selection should be selected by county government or recommended by teachers training institutions. 3. For the positive and negative influences of principal selection: (1)The positive effects of county-level principal selection were to eliminate the attitude of forever-principal, to promote the positive attitude of schooling of principals and to encourage principals’ professional development. (2)The positive effects of school-level principal selection were to decline the attitude of forever-principal, to promote the positive attitude of schooling of principals, to make parents care about and participate in school affairs. (3)About promoting school administrative efficiency and encouraging principals’ professional development, county-level principal selection was better than that of school-level principal selection; about making teachers and parents care about and participate in school affairs and eliminating principals unsuitable for schooling, the school-level principal selection is better. (4)The negative effects of county-level principal selection included the politics interfering in the selection, principals emphasizing inter-personal relationship orientation than professional orientation and producing bad selective discipline, but teachers abnormally boycotting and parents abnormally interfering school affairs would be lessened. (5)The negative effects of school-level principal selection included the producing conflicts from the campus clan, principals emphasizing inter-personal relationship orientation than professional orientation and the politics interfering in the selection. (6)County-level principal selection more easily happens the politics interfering the selection, but school-level principal selection more easily make these negative influences like as producing conflicts from the campus clan, principals adopting the human relationship orientation, making bad selective discipline, burning principals’ morale, and teachers and parents abnormally interfering school affairs. 4. The facilitating measurements of principal selection were: (1)The procedures of principal selection should be ordered by primary school, junior high school, then senior high school, or upside-down. (2)The results of principal selection should be proclaimed during June 1 to July 15, and would not be delayed over July 31. (3)There should be facilitating measurements like as following: i. Regularly accountability evaluation and the results would be considered for principal selection. ii. Establishes standard procedures of principal selection and proclaims them in advance. iii. Proclaims the characters of void schools and the qualifications of professional person.
