Open space depicts a city’s history and takes on different forms and meanings in different geographic areas. The exact same open space might play a whole new role and offer a whole new way of use in another time period. From the perspective of overall urban environment and its livability level, however, open space plays a pivotal role by serving numerous substantial and unsubstantial functions. Unfortunately, over the years, Taiwan lacks management of cities based on overall planning and perceives the concept of open space in an overly limited way. The subject matter of Urban Planning has always been put in the perimeters of the allocation of land, focusing on the distribution of land resources. Architectural Design, on the other hand, emphasizes on the planning and designing of physical structures such as buildings. Even though we manage to keep abreast with the latest trends in the world in terms of thoughts and tools in urban planning, the results of them being put to practice in our cities have been hardly satisfactory. The subject of this research is Taipei City. A Compilation and thorough look into the results of the city’s open space formulation process, relevant legal acts and systems was conducted. The research period is from April 1983, when the Regulation of Land Use in Taipei was enacted, to May 2004. The research found that enforcement of relevant open space legal acts failed to realize the essence of open space use. It even created conflicts between public interests and personal rights. Meanwhile, the arrangement of open space in urban planning comes from the standpoint of construction, limiting the possibilities of infrastructure. In all, Taipei City adopts a “construction management” perspective in terms of open space planning. It lacks a comprehensive thinking of open space on the scale of the whole city. The open space planning of San Francisco is a case study. This research attempt to analysis the concept and framework, with comparisons being made with that of Taipei City. “Planning Scale,” “Planning Attitude and Execution Framework,” and “Levels of Planning” are the three aspects from which this study raises the issue of open space planning in Taipei City. As conclusion, the concept of “Vision Plan” is used to examine the prospects of Taipei City’s open space planning.
