In terms of business consideration and social welfare, ”location” is very important to the commercial centers because of the profit searching and service provision. In order to keep the amenity in community, planners are used to plan arterial roads around the edge of community. If the commercial centers consider purpose-shopping trips, the center of the community will be the good location. On the hand, if the commercial centers consider pass-by shopping trips, the edge of community along arterials will be the good location. Therefore, the location of C & N commercial centers under the considerations of purpose trips and pass-by trips is hard to decide and seen as dilemma. This study aims to develop a location-allocation model for the decision making of the locations of C & N commercial centers to deal with the trade-off relationships between purpose trips and pass-by trips. According to the literature review, seven criteria are induced and applied to design the location-allocation model for C & N commercial centers. The model is designed by integrating covering problem and flow capturing problem. Two objectives are considered simultaneously maximizing covered residents (purpose trips) and maximizing captured customers (pass-by trips). The trade-off relationship between these two objectives is significant. The major constraints include: nonoverlapping of service area among facilities, total number of centers, and the upper bound of service ratio. The model is developed to a multi-objective mixed integer quadratic programming. It is solved by weighting method in the study to generate noninferior solutions as the alternatives for the further evaluation. For verifying the feasibility of model application, this research applied the model to analyze the case of Wuchia community in Kaohsiung. The analysis results show that the distribution of the planned commercial centers is similar to one of the alternatives generated by the developed model. This alternative major considers the covered residents, i.e. purpose trips, of community. On the other hand, the existed commercial facilities locate along the arterials and ignore the criteria about service area. Another important finding is that the attractiveness of commercial facilities effect the planning results significantly, especially when the attractiveness of the C & N commercial centers is better than the other retailing facilities locate outside of the community, the more and better alternatives can be created by the model. Totally speaking, the developed model is useful to plan the locations of C & N commercial centers, and it is able to get more detailed results on location planning. The following issues on the model improvement are recommended for further studying: more precise location recommendation, improving the efficiency of model solving, simplifying model formulation parameters calibration, and multi-hierarchical design of commercial centers.
