And volunteers are usually the most important human resource in voluntary organizations. In the aspect of modern human resource management, good management produces good performance. And our country has reached the standard of an aging society that was made by World Health Organization. The functions of family change rapidly, and the elders consider living at home is the best way to enjoy a life in retirement. This thesis, focusing on the Hongdao Volunteers Association, which discuss the difficulties of volunteers management in the elders’ welfare service, besides comparing the volunteers operation in each stop. The main purpose is to find appropriate volunteers management for the elders’ welfare organizations. Issues covered are as follows: 1.Understanding the operation of the Hongdao Volunteers Association. 2.Discussing volunteers management and difficulties in the Hongdao Volunteers Association. 3.Understanding volunteers’ characteristics, motives, opinions. 4.Advising the volunteers management of the Hongdao Volunteers Association. Literature analysis, in-depth interview and questionnaire survey are main approaches to obtain information and materials. To compare the advantage and disadvantage in the Hongdao Volunteers Association, Volunteer Stops, and volunteers. Volunteers who quit, the different between urbanism and countryside are difficult to manage. And then draw conclusions and provide suggestions for all of three.
