This policy derived from “Rules for the Implementation of Unemployment Benefits under the Labor Insurance Program” in 1999, and was adopted as “Employment Insurance Law” in 2003. The policymaker hoped to find the solution to the domestic unemployment population and the unemployment problems.   According to “Employment Insurance Law”, Article 1, employment insurance policy is aimed to “improve the ability of the unemployed to find jobs, promote employment, and guarantee job training and basic living requirements of the unemployed for a certain period”. In other words, “the safeguard for financial security of the unemployed” and “promotion of employment of the unemployed” are both two important policy goals in Taiwan.   From the opinion of policy setting, the employment insurance reveals two meanings. First, it is a part of social security policy for the purpose of safeguarding the financial security of the unemployed. On the other hand, employment insurance policy is a part of employment security policies. It is expected to assist the unemployed to get employed again and then reduce the unemployment population.   According to the past research, when government provides the unemployed the unemployment benefits, the unemployment period will last for a longer time and it is disadvantageous to get employed again. Therefore, when the government designs the employment insurance policy, the financial need of the unemployed persons should be taken into consideration. Besides, the policy should provide the basic safeguard without welfare dependence of unemployed persons.   This essay mainly lies in the discussion employment insurance policy to carry out the results. The performance evaluation criteria focus on “protecting the financial security during unemployment period” and “promoting the unemployed persons to get re-employed”. The sources of data include the government publication and the employment insurance database from January, 1999 to December, 2004. Moreover, the essay includes an inquiry into the policy beneficiaries by the telephone investigation in May, 2004 and the policy enforcement agent''s interview in June, 2004. The author hoped evaluate the performance in employment policy by the objective data and the empirical research.   The findings show that the employment insurance really provides benefits which guarantee the unemployed persons’ financial security, but because the unemployed depend on the welfare, the employment insurance policy is disadvantageous for them to get employed again, and it doesn’t help the unemployed promote their abilities, either.   When we have a further look about the influence of the individual items of the benefits, we’ll find the beneficiaries of unemployment benefits have lower pays and then it’s difficult for them to get employed again because the welfare dependence is more serious.   Most of the beneficiaries of early reemployment awards have higher salaries and then the award turns into extra bonus of changing jobs so it has less effect on stimulating the motive of getting reemployed. The vocational training living allowance isn’t designed well so it doesn’t help to promote the unemployed abilities and encourage them to get employed again.   The researcher finally suggested that vocational training and employment service should be added to the employment insurance and then the unemployed will be motivated to get employed again soon. In addition, if lengthened, the unemployment benefit must be paid with progressive decrease. Vocational training living allowance should set a limit to the times of the participation of occupation training and the training should really help. Early reemployment awards are supposed to be abandoned or more restricted to avoid waste. The author provided policy suggestions and conclusion at last.
