The history of the TRA brings us back to the reminiscent of good old days, trains passing over tunnels and paddy fields, railroad lunch boxes are all our shared memories. With the prosperity and economic development, the government’s policy on transportation is to build up the well-connected island-wide transportation system. The goal is to making Taiwan a city-state, and to materialize the “A-Single-Day-Living-Area” which is to reduce travel time between major cities in one day and to facilitate the formation of big commuter belts in western Taiwan. The transportation market, road, sea and air travel, is transformed into oligopoly market, competed by TRA and few private enterprises. However, the mission of the state-owned TRA is public transportation makes it financial loss which needs subsidies by government to carry on its mission and policy. The challenge for TRA is fiercer than ever, how TRA is to breakthrough? How it will be transformed ? A big challenge lies ahead. To enhance TRA’s competitiveness, the essay is to study the strategy to re-structure the state-owned enterprise to corporate entity as the first stage of privatization set in 2004. It covers estimation, analyze, and empirical research and the development of its strategy. The essay suggests that the best strategy for the transformation of TRA is to take the gradual process, to re-structure the state-owned enterprise into a corporate entity as the 1st stage of privatization which needing to incorporate entrepreneurship, rationalization, and to diversify its business.
