In the “advocacy coalition”, we can discuss from the steady inner, resolve conflict and the connection of policy change of external environment. The period in the Mainland China, owing the owner of land, this agrarian (land) reform can’t extend, but in Taiwan area, to adjusting the social structure for steady country, and using effective information to keep the propriety of policy from the Government, so the equalization of land rights of Dr. Sun Yat-Son can push in the Taiwan area. In the “Policy Streams”, we can discuss from the problem stream, policy stream and political stream, these three streams develop parallel. Kingdon emphasize that it is to open of policy window to have correlation with political streams. It is to be changed about the government agenda is based to response some problems or the change of political situation, but it has main logic about the development and brewing of keynote ideal and project. So these three streams seems to have life process themselves, but the political streams is rich in opportunity window, it is portent the end of policy changed, in final, it’s up to the development of political process.
