To assure the reasonability of a government estimate, procurement data of three previous years are collected and analyzed. Statistics, as well as, computer simulations are performed to identify the bidding price distributions and major factors affecting the bidding prices. According to probability models examined in this research, government estimates can be derived from historical bidding data.
