The most important theme for discussion in building public safety is the fire prevention and evacuation. The current code and planning guidelines for the super high-rise building design already have some requirements on design standard regarding the equipments and emergency evacuation, but these codes and guidelines are mostly adopted or partly modified from those of foreign countries. Moreover, these regulations aim mainly at verifying fire safety units individually; in such case, we cannot analyze the overall building evacuation characteristics from the relationship between each individual fire safety facility and each building unit. Firsr of all, this research organizes and discusses theories of fire and emergency evacuation to compare the emergency evacuation plans enforced in each of the countries studied. Secondly, this research also analyzes regulations regarding the functions of emergency evacuation facilities. Through analyzing these functions, and together with examinations on Japan’s Fire Safety Verification Standards, this research divides inspection zones in a building into living spaces, levels, and the whole building for statistic analysis, based on the criteria examined in the calculation for fire safety verification. Furthermore, evacuation outlets and stairs, choices of evacuation routes, exit width, effective evacuation flow, and required time are analyzed with the smoke descending time as the determinant value, in combination with building data such as passageways, stairs, and shelter spaces, to determine the reasonableness in the evacuation/sheltering designs of a super high-rise building. Through calculation methods, we derive that the most important factor in determining the allowable evacuation time for a super high-rise building is the relationship between smoke control and population density. Therefore, when designing a building or legislating relevant regulations, factors in smoke control and user density should be taken into consideration.
