These issues include not only the protection of the human rights of individual members of indigenous peoples, but also the protection of collective rights. The United Nations Draft Declaration on the Rights of Indigenous Peoples stresses that the partnership between indigenous peoples and the states in which they live must be based on equality between ethnic groups and on respect for the right to be different. In Taiwan, the process of democratization has led to greater diversification in social and cultural development. In 2004, President Chen put forward the concept of a “quasi state-to-state relationship” or a “state within a state”, and promised that any new constitution for Taiwan would include a chapter on the rights of Taiwan’s indigenous peoples. The objectives and core values of this research can be summarized as follows: 1) The historical right to sovereignty of indigenous peoples is recognized. 2) Emphasis on the protection of their collective rights. 3) Recognition is given to the need for social justice. 4) The government has both the responsibility and the obligation to implement preferential policies and to adopt special measures targeting specific ethnic groups. 5) It is recognized that self-government is the underlying principle of national development. 6) Emphasis placed on the need for implantation of appropriate concepts, and for the establishment of a multicultural society. We are confident that by tackling these issues in a proactive manner, the adoption of appropriate policies, the establishment of suitable systems, the creation of a comprehensive legal framework, and the provision of proper education in matters relating to inter-ethnic relations, it should be possible to create a new Taiwan in which the different ethnic groups live in harmony with one another.
