| Summary: | 碩士 === 靜宜大學 === 資訊管理學系研究所 === 92 === Since 1987, Department of Health (DOH) has planned and constructed the first generation of national Health Information Network (HIN v1) to establish the infrastructure of electronic healthcare systems. To provide services for exchanging nationwide health administrative information and insurance claim, a number of region centers were built up, which are located in Taipei, Taichung, and Kaohsiung. In order to enhance the function of the information systems, to create the operating environment including the regulation and standards, and to make the patient record transparent in 1999, DOH started to implement the second generation of Health Information Network (HIN v2). According to the plans, HIN v2 will be done in 2005. HIN v2 could make it easier to exchange healthcare information between medical units and healthcare administration department, so as to improve the performance and quality of healthcare.
Due to the variety of infrastructure of hospital information systems (HIS), there does not exist any standard interface for information exchange. Therefore, to exchange electronic medical records (EMR) among healthcare organizations is extremely difficult. To solve the problem, DOH adopted Health Level Seven (HL7) as the nation standard for healthcare information exchange protocol in Taiwan in 2001.
This study focuses on building up a information transmission and exchanging system, which is part of the plan of Medical Affairs Bureau, Ministry of National Defense, R.O.C., for exchanging the physical checkup information of military officers. The standard data format of the system is based on the HL7/XML. The system will be integrated with the database system of military officers’ health information, which is built by Professor N.F. Chu, National Defense Medical Center. Currently, the system is tested at National Defense Medical Center, Tri-Service General Hospital and Armed Force Taichung General Hospital. In the near future, based on the testing result, the system will be implemented at five regional hospitals, including Armed Force Kaohsiung General Hospital, Armed Force Taoyuan General Hospital, Armed Force Hualien General Hospital, Armed Force Zuoying Hospital, and Armed Force Songsan Hospital in the coming future.
To consider the information security, the system employs the security infrastructure of Healthcare Certification Authority (HCA), which is developed by the Department of Health, Executive Yuan, R.O.C., to enhance the security of healthcare information, including the privacy, authentication, integrity, and non-repudiation.
In the future, according to the plan of constructing the Military Healthcare Information Network, the system could integrate with the systems of exchanging electronic medical records and health-administration information, so as to construct a complete healthcare information system for military and their dependants. Therefore, the overall performance and quality of healthcare will be promoted. And the healthcare resource can be shared and fully utilized.
