Fierce competitions place great pressures on the survival of the corporations. However, the drive for more profit has allowed the corporations to transform this challenge into motivations for corporate development. The advances in information technology have given corporations the means to freely exchange information and resources. Its influence extends well beyond the confines of operating strategies, organizational structure, process reformation, and personal networks, and plays a critical role in the formation of a new type of corporation — the virtual corporation that outsources project to different companies. Changes in the labour market have forced the corporations to be more flexible in dealing with their workers. Faced with economic booms and depressions, employers have to be flexible in the management of their human resources. They have to accommodate change in the company’s labour structure, and strike a balance between labour demands and the company’s need for continual growth. This research focuses on the study of the virtualization of organization and its relationship between labour flexibility and organization efficiency. Using small and medium businesses and large enterprises as the research targets, 286 valid surveys were collected (150 small and medium businesses, 136 large enterprises). The survey results were analyzed using relational, regression and variance analysis techniques in combination with the LISREL analysis to determine the relationship between different perspectives. The analysis results are as followed: (一)There is a direct positive relationship between organization virtualization and flexibility of human resources in small and medium businesses and large enterprises. (二)Corporate background and culture have no direct effect on the decision to adopt organization virtualization in small and medium business and large enterprises. (三)Corporate background and culture have no direct effect on the flexibility of human resources in small and medium business and large enterprises. (四)During the process of organization virtualization, industry type, corporate age, and employee count influences the degree of flexibility of human resources. (五)Small and medium businesses and large enterprises are both influenced by wage flexibility when they choose to increase organization efficiency through the flexible management of human resources. However, in small and medium businesses, temporal flexibility and functional flexibility further compromise organization performance. (六)Small and medium business and large enterprises are also influenced by their “core capability” when they choose to increase organization performance through virtualization. However, in small and medium businesses organization performance is further compromised by the “emphasizes on high flexibility”, and in large enterprises organization performance is compromised by the importance they place on “trust”. (七)Analysis of the relationship between different perspectives showed that organization virtualization has a direct and significant effect on flexibility of human resource and organization performance.
