Beacuase IT outsourcing is long adopted by private sectors. As private sectors use cooperative alliance to gain IT outsourcing performance. Tendency of IT outsourcing changes from traditional contract relationship to partnership. Compare with traditional contract relation, parntership advantages competition of organization. Partnership of private sectors IT outsourcing immediately influence performance. Based on difference between public and private sectors, this study attempts to understand the relationship between partnership and performance for governments IT outsourcing. Research design is divided into three stages. In the first stage, the study uses in-depth interviews, with public managers’ viewpoints, to collect various definitions of partnership for governments IT outsourcing. The second stage includes in-depth interviews to underatand perspectives of public and private sectors’ opinion that establish various facts of partnership. The third stage uses questionnaire, with characteristics of public sectors regarded as extraneous variable. Regression analysis is utilized to probe rlationship between partnership and performance of IT outsourcing. The resluts show that public sectors rely on and interact with professional knowledge of contractors, which helps develop IT outsourcing partnership. The regression model with characteristics of public sectors, empirical evidence shows that characteristics of public sectors do not positively influence the relationship between partnership and performance. In other words, partnership immediately affect performance for governments IT outsourcing. The results found in public sectors consist with those in prrivate sectors, which implies that public sectors still attempt to establish partnership with contractors despite the constraints of law and regulation.
