They realize the critical role they play in sustainable development and environmental protection in the future and revise their management methods, which contributes to the idea of “sustainable university” or “green university”. While Taiwan has limited researches in “sustainable university” or “sustainable campus”, compared to the advances in other countries, the present research hopes to provide further understanding in this area. The purposes of the present research are twofold. First is to understand Taiwan universities’ present campus environment and management methods. Second is to develop initial design guidelines for sustainable campus planning for present campus improvement and new campus planning. The research methods are review of literature and questionnaire survey. The review of literature contained related statements, history, case studies and established evaluation indicators. The case studies included “Brown is green” project, Brown University, American; “WATgreen” committee, Waterloo University, Canada; Tsinghua University, China, etc. The design guidelines were based on the integration of existing evaluation indicators form four perspectives: environment, economy, society and education. On the other hand, The review of literature contained Taiwan’s proceeding projects, compared to the devices in other countries. This research collected questionnaires from 33 universities in Taiwan, including national and private universities, and ranked these universities according to sustainability. The present research analyzed questionnaires to address factors which help Taiwan universities to achieve sustainability and factors which don’t. Since Ministry of Education has proceeded several projects since 2002, many schools have been developing sustainable campus. The present research indicated that sustainable university is still in its infancy and there is much room for improvement, such as decreasing pollution, saving energy and resources, green traffic, community interaction, faculty and students’ participation, green teaching, curriculum integration, and so on. Among the 33 studied universities, only 4 schools had good overall performance. Furthermore, the schools which were in lower sustainability education ranking revealed lower sustainability. This research concluded that there are three critical elements to achieve “sustainable university”. First, and most important of all, is environmental education, which helps universities to reform organization and raise environment awareness among students and faculty, and they starts to solve seriously pollution problems in campus. Second is the school should have a strong attempt to change organizations and establish it’s goal firmly to “sustainable university”. Last is the community involvement and civic participation.
