The earthquakes occurred were a unavoidable fate of Taiwan. Especially the Chi-Chi earthquake in 1999 caused the huge damage in Taiwan, lets us profoundly realized the severity of earthquake disaster. Taipei metropolis located on the center of Taipei basin, is the national capital of Taiwan, which had developed the densely population and tall buildings. Once the large-scale earthquake occurred will cause significant loss on the human lives and property. Since the earthquake disaster is unable to avoid, how to effectively adopt proper measures and reduces the people lives and property damage, becomes the most important topic of disaster mitigation works. This article is aimed at the National Center for Research on Earthquake Engineering (NCREE) draw up two most greatly possible earthquakes events, by the high technology research to establish the personal computing platform design "the earthquake disaster to lose appraisal system TELES", in view of designated local Taipei areas to proceed earthquake disaster scenario simulation, to understand the persons casualty and the building collapse distribution of various administrative district areas, as the basis of planning the disaster response mechanism of zone joint defense.According to the results of TELES systemic scenario simulation, the Chungshan, Wanhua, Taton, Neihu districts are orderly the high seismic dangerous areas. According to this result, this article considers the various closely life connection district areas to cooperate together or the different geographical environment disaster potential area to support the condition, drafts plans to unify every three administrative district areas as a "zone joint defense disaster relief unit" for the integrated zone joint defense response mechanism. In order to setup zone joint defense disaster relief mechanism, this article reviewed the domestic and foreign earthquakes disaster response experience and different disaster relief mechanisms, mainly using the TELES system for the scenario simulation to estimate disaster damage, no longer only to depend on the experience and inexplicit qualitative descriptions, but may use the high tech research for the foundation of disaster response works.
