Therefore, how to ensure a sufficient water supply and its compliance with health are the most important event and require attention immediately. Since the water facilities are profit-based unit, they shall not just satisfy the need of people for water, but shall also bear its profits, losses and hand over the surplus to the treasury. Therefore, the water utility must achieve its estimated economic benefits through the management manner. After completion and transfer to the use administration unit, if the water facilities are lack of sole-responsibility、sole-duty personnel、organizations as well as no definite requirements for relevant operating procedures、regulations for the use, maintenance and management of relevant facilities, then such aspects as use. maintenance、budgets, and distribution thereof, would not comply with the requirements of maintenance and will be resulted in many difficulties in facilities maintenance. By collecting many domestic and foreign references and literatures, this obtains valuable information through summarization and analysis. Also consider facility water characteristics、taking personnel configuration systems and budgets as the main factors, this paper has established a framework complying with the requirements of the constant management of the facility water, and specified the optimal strategies accordingly。
