In addition, the Island is also situated at the west Pacific Ocean monsoon region. As a result, natural calamities such as earthquakes, floods, typhoons are of high frequency. Thus, establishing effective natural disaster precautions, emergency measures, as well as the restoration afterwards are important issues. Natural disaster precautions and emergency measures are parallel to battles in which it is desirable to prevent beforehand by utilizing various precaution strategies, but execute effective and efficient emergency measures in the occurrence of the disasters. In order to minimize damages from disasters, effective emergency measures require speedy integration and utilization of available resources, personnel, material supplies, equipments and facilities. The afterwards restoration aims at avoiding further damages occurring to the disaster areas, as well as to rapidly restore the functioning of the areas. The emergency measures dealing with common crisis are not quite applicable or sufficient to the emergent rescues of natural disasters which will require integrative thinking, planning, and actions in order to effectively reduce the damages and casualties to the minimum. The content includes the introduction of FAMA, the structure and details of the integrative management system of natural disasters with which the FAMA operation is based at. Based at the emergency evolution concept, the integrative management system of natural disasters divides the management activities into four stages containing different management policies, namely prevention, preparation, emergency measures, and restoration. The integrative management system also provides sound advices and suggestions in managing the activities of these four stages. It is the major purpose of this article to apply the four-stage management policies to examine the management issues of natural disasters faced by the Taipei Water Department, and to propose countermeasures of these issues. 韓茂樹 2004 學位論文 ; thesis 84 zh-TW
