After the end of the Cold War, the cooperation between two sides is getting deeper. There are 3 reasons that lead Mexico to turn to the United States: the failure of the attempt to expand political relations with Western European countries, the end of Central America’s civil wars and the collapse of the Soviet Union contributes to the shrink of Cuba’s power. Therefore, the international policy of the President Salinas changed. Since the United States becomes global super power, and the world economy transform into three blocs, it becomes an urgent for Mexico to integrate with the United States. Consequently, North American integration encompasses a bilateral free trade agreement between Canada and the US implemented in 1989 (CUSTA) and a trilateral agreement (NAFTA) implemented in 1994, which incorporated Mexico as well. The intimate relation between Mexico and the United States distant Mexico from Latin America. And that is very different from the former presidents’ policy. One of the reasons is the formation of FTAA, and the other is that from President de la Madrid, President Salinas, Zedillo and many of their ministers and deputy ministers were trained in U.S. universities. And they had become similer to their U.S. counterparts had taught them. However, what Mexico do in order to please the United States has irritated Mexico’s old friend-Cuba. Mexico criticized Cuba for his violation of human right and ask Castro to turn back to Cuba under Bush’s pressure exemplied the trend. Through the case study of Mexican’s foreign policy toward the United States, the thesis aims to analyze how Mexico promote the political, economic and national security cooperation with the United States. The interaction of the Fox and Bush under anti-terrorism war and the unilateral action of the United States are also very important points to be discussed.
