Allsion and Philip Zelikow’s three decision-making models─the Rational Actor Model(RAM), the Organizational Behavior Model(OBM), the Bureaucratic Politics Model(BPM)─proposed in Essence of Decision to explain the Kennedy’s administration decision-making process of the Outer Mongolia’s application for the U.N. membership. As to the methodology, the ” Case Studies Research Method” was adopted. The writer had extracted five hypotheses from the three models for testifying them in the related case studies. For a better understanding of Outer Mongolia’s international position, the thesis, at the beginning, had clarified its sovereignty and discussed its motive to enter U.N. From the perspective of RAM, the U.S. tacitly agreed the Outer Mongolia’s application for the U.N. membership basically resulted from three reasons:(1) the U.S. and Soviet Union’s competition in the cold war era. (2) the Kennedy’s China policy. (3) Strong demands and pressures from Taipei. Second, from the three dimensions of “Organizational Standard Operating Procedures,” “Organizational Logic of Appropriateness and Grooved Thinking,” and “Small Group Decision-Making Model,” the writer highlighted the roles that the State Department and NSC play. Third, in BPM, American foreign policy is a political resultant. Policies had been formed by political tug-of-war. In the model, the writer emphasized the outcome of policy in from divergence to convergence. Besides, the position of the diplomats was deliberated. At last, the writer proposed important findings synthesized five hypotheses in the conclusion.
