However, neither the Union nor the member states paid close attention to the policy at the initial stage due to that the vocational training was part of the educational field and was under the command of the sovereignty of the country. An unexpected unemployment crisis occurred in 70’s forced the Union to pay close attention on the issue of human resources. From then on, the Union invests on human resource by implementing all sorts of programmes or measures to improve the quality of human resources. The Lisbon European Council held in 2000 is a milestone of the development of the vocational training policy of the Union. At the Council, the Heads of State and Government set the Union a major strategic goal for 2010 ‘to become the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion’ and acknowledged that the high-quality education and training systems are an essential and indispensable pre-requisite for a competitive knowledge-based society. By the major approach of policy-making study, it helps this study to explore the reason why the Union decided to develop the vocational training policy, and then analyzed the expectation of the Union and the member states about the policy. Afterward, investigate the measures and programmes adopted to put into practice the policy and how to implement them.
