The research method is to collect related literature about student loan, official information and bankers’ opinions with the participation observation of the researcher and then to conceptualize the following six major propositions:1.The misunderstanding of student loan for students. 2.The over complex application process of student loans. 3.The deterioration of the non-performing loan. 4.The rigid system of student loan.5.The inefficiency of the government interest subsidy.6 .The inefficient appropriation of government and the bank. Based on the six propositions mentioned above, the questionnaire is designed to gather the data from 6 bankers, 4 government officers or scholars, and 36 students with the loan. On the basis of cost-benefit analysis, the researcher deduces the expected options of the maximum value and finds the optimum solution. According to the conclusions of this paper, the researcher proposes the following suggestions for the reference of the educational administrators to improve the system of student loan, and to benefit the students, government & bank. In other words, it is expected to realize three-wins objective for government, bank and student. 1.To strengthen promotion of student loan through mass media. 2.To decrease the application times (once a school year instead of once a semester). 3.To simplify the amount of the loan and planning of confirming guarantee. 4.To easy the household registration document application process of the debtor through the connection of workstation between Household Registration Office and the bank. 5.To reduce non-performing loan by the way of paying back based on the debtor income or take the flexible paying back time twice a year. 6.Diversify the scope of the loan including the living cost and the different credit amount based on the household economic conditions, income levels and the needs of the student. 7.To reinforce student the sense of accountability. 8.To rule out the debtor of high income family in order to be effective subsidy by government interest. 9.
