It makes the interaction between learners and instructors more active without any limitation. The network instructional model provides more flexibility than traditional instructional model. On the other hand, XML (Extensible Markup Language) is a new standard of meta-data and message exchanges, and is suitable for carrying out data exchange on the Internet. On the other hand, XML (Extensible Markup Language) is a new standard of data-meta and message exchanges, and is suitable for carrying out data exchange on Internet. The SCORM (Shareable Content Object Reference Model) is able to manage a variety of teaching materials within the E-learning platform. It can be used as a standard for document exchange in the e-learning model since it emphasizes the re-utilization of teaching material packages. The main objective of this research is to address an E-learning instructional model based on our proposed Intelligent Instructional System where XML standard as the data exchange protocol of instructional document will be implemented. In the E-learning Instructional Model, document data will follow the document form of SCORM so that data access will be consist out, which allows different E-learning Instructional platforms to access the same document.
