碩士 === 國立陽明大學 === 醫務管理研究所 === 92 === The 2nd item of Article 4 of Controlled Drugs Act, R.O.C. says: “The National Bureau of Controlled Drugs shall establish Pharmaceutical Plant to handle the import, export, manufacture and selling of the Schedules 1 and 2 of Controlled Drugs.” Since the National Government, R.O.C. moved to Taiwan, all the manufacturing of narcotic drugs is monopolized by the government till present. However, it was at the martial and rebellion situation, it is understood that all the narcotic pharmaceutical plants should be government-owned, to keep the community in order and to prevent the misuse of narcotic drugs. As time went by, the structure and condition of the society changes a lot, many kinds of government-monopolized business have been arranged for private enterprises, however none of the manufacturing of narcotic drugs were opened up for private enterprises. Referring to the control of narcotic drugs in the other countries, such as Japan, USA and Australia, all the manufacturing and delivering, according to their government policies, are separated and handled by private enterprises. What the government has to do is just to audit and manage. This research report is focused on “the future of pharmaceutical plants of Bureau of Controlled Drugs, Department of Health”, with the purpose to understand the basic meanings and contents of privatization by collecting the previously reported documents to analyze the currently operation systems of narcotic pharmaceutical plants and management for the narcotic drugs of the other countries, to thoroughly understand all the kinds of manufacturing and management operation systems in the other countries, and to review the history of the narcotic pharmaceutical plant, organization system and operation status of our country. In the meanwhile, this will 1). observe and sort the operation difficulties and problems we met, 2). run the SWOT analysis, 3). realize the adventures we had, 4). organize and build up the most appropriate status of privatization, and 5). eventually create a fruitful and helpful recommendation for the privatization of narcotic pharmaceutical plants and for the improvement of the competent competition ability of our country.
