There are few studies exploring the experiences of women and polices regarding the practices of POs. Failure to hear the voices of women victims and policies makes the evaluation of the POs incomplete. Therefore, it is the purpose of my study to explore the voices from battered women and polices who are designated to the task of implementing the POs. Qualitative method is used in the study. Six battered women and five polices are interviewed. The interviewees are referred from the Centers of Women Services and local police stations. Finding of the study contains three themes: 1. The experiences of women applying for POs and interacting with polices: Bettered women often want to maintain their family lives as a whole, so at the beginning they are reluctant to apply. Most of them apply for POs only when they could not bear the traumatic effect of the violence, not changing the situation of violence life, and more and more violence. Women enter the law processes to prove meeting violence, but experimental violence is hard to collect evidence, and there is always danger between applying and getting POs. There are some abusers stop or reduce violence after getting POs, but others do not. For women, the effect of POs are good when polices intervene actively. 2. The experience of polices when enforcing POs: From the aspects of polices, the reasons of happening family violence are often not serious, and they always confuse to tell from the true thinking of couples. Some polices believe that there is no one should be abused. Most polices think the main essence of Family Violence Prevention Act(FVPA) is sustaining family, but they engaging in family argument always make family to departure. So polices hope other professional teams can handle the violence situation, too. In dealing with family violence, what polices often see is tricky women realizing FVPA and men not applying POs because of their prestige. 3. The collapse between the lifeworlds of women and policies: It is a dilemma to polices to choose between sustaining families or protecting battered women. In concern about security of women, polices often suggest women to leave original place and work, but it is difficult to women to maintain salary from work and care their children. When foreign brides apply POs, polices often doubt about the reasons they apply, and it affect the motivation of polices to cope with the cases. FVPA is a law between the civil and the criminal law, and polices think they should do the things under the criminal law, so sometimes they do not know what should do or not. At last, the culture of polices meets the culture of battered women, there are always misunderstanding between polices and women. To promote empathy for women among policies, to build complainant system in FVPA is what institution of police could do. Institution of social service and police can hold the team for battered women and abusers. And to the judiciary, the cases about family violence should be merged to improve the private right of women. Reconstructing the meaning of sustaining whole family prevents women from the circle of violence.
