In the interactions of strategic alliances, the enterprises can doing inter-organizational learning to make themselves growing up. Although there were researchers studying ‘How the dynamic environment effect the enterprise?’ and ‘The enterprise doing inter-organizational learning through strategic alliance’, there was not a model to combine two studies. This study built a dynamic environment process, and the process described the environment changing, knowing the changing and the response to changing. Based on the dynamic environment, this study discusses the effects from the changing of the environment to the organizational learning mechanism. We also include the partner relationship, to discuss the correlation between the dynamic environment, the partner relationship and the organizational learning mechanism. And this study uses the alliance performance to measure the effect of organizational learning. The object of study is the Top 1200 Manufacturers and Service Industries. Out of 161 respondents, 146 firms that have joined the alliance are considered valid empirical data for us to test our hypotheses. We found the changing of environment didn’t effect the knowing changing of enterprise. The enterprise more know the changing of environment and more response to changing, the partner relationship and organizational learning in the alliance are more effective.
