With “Job attribute”, “Educational backgrounds”, “Different seniority”, and “Different age” set as influence factors whole performance behave item, the materials of analyzing via descriptive analysis, independent sample t-test, ANOVA analysis, reliability test and nonparametric statistics etc. are dealt with and analyzed, it accord with “Performance Index Construct of Military Printing Plant”, describe balance score card construct surface chain tactics map of relation while being four major to appear to construct to build. The major findings of this research are as follows: (1)Learnt by the result of study, average score that each constructs the surface in “Performance Index Construct of Military Printing Plant” , from the high to the low in order for “Customer Perspective” 3.79 points, “Internal Business Perspective” 3.49 points, “Financial Perspective” 3.29 points, “Learning and Growth Perspective” 2.94 points. (2)The persons who are examined are in different “Job attributes” and “Educational backgrounds”, there is noticeable difference of showing to each construct the surface and whole aspect to the thing in “Performance Index Construct of Military Printing Plant”. (3)The staff looks forward to personal growth, awarding- reward and welfare system etc. by a definite more date. (4)The staff holds a definite attitude in obtaining ISO9001 and 14000 authentications, and can provide better competition advantage for the unit. In addition, “Customer relation ship steady”, “Good corporation image” and “After-sale service of the products” and so on, also got quite high approval. (5)Case department admits degree relatively poor in “Reward and promotion”, “Workload allocation”, “Employee advice adoption”, showing the stipulating and implementing the respect in welfare policy of unit, there is space strengthened. (6)This research with the theory structure of the balanced score card, and combine the Military Printing Plant’s vision of the future, it accords with the tactics map that Military Printing Plant draw out; Use to grasp department 's competition advantage, find out about potential weakness , offer the unit to reach the sustainable developed goal continuously forever.
