Summary:碩士 === 國立中正大學 === 政治學研究所 === 93 === Since the first peaceful rotation of the political parties in power in the year 2000 in Taiwan, the DPP, as to the Cross-Strait relations, has always rejected China''s “One China” principle. Owing to the insistence of both sides and Taiwan''s lack of internal consensus on this issue, so far, the Cross- Strait relations have still been the pendulum of the state. For Taiwan, the following will be the major subjects which any political party in power has to face and respond actively, these are, externally, how to break the Cross-Strait stalemate to fight against the offensive of peaceful reunification launched by China with the policy of “One Country, Two Systems,” and domestically, how to gather public opinion, integrate the consensus, and dissolve the internal issue of national identity to create a new state. In the wake of the interaction between both sides of the strait and the development of their future relationship, President Chen Shui-bian''s assertion on the Cross-Strait policy is to be analyzed using an historical approach and Systems Theory . In addition, this research is going to adopt the EU integration experience to analyze and evaluate the interaction between Taiwan and China and all possible modes of integration, and then to interpret the integration policies adopted by both sides, and to further explore the potential problems caused by setting up an integration mode of Taiwan and China, and possible development of the future Cross-Strait relationship. Furthermore, this article is dedicated to the proposition that China respect the democratic choice of the Taiwanese people, and take it as the foundation for the peaceful development of both sides. We hope to create an atmosphere where negotiation is accessible for both sides, and the EU integration mode is a good example to follow. The development of the Cross-Strait relations will surely exert an impact on the world. Hence, both sides have to make concessions, lest they shake the world.
