Accumulated literature indicates that competing local factions have always caused vicious confrontation between the village/ward chief and the leader of community building association. Yet, this research illustrates possible contribution of faction competition in community building. When there is a voluntary civil associations mediating between the village office and community development association, local elites might solicit factional resources for the community activities. By doing so they can gain coalition with the voluntary association and further to earn credibility and supports in critical election of official position.
