Typhoon storm surge deviation will be affected by the topographical factors, meteorological factors and typhoon property. Topographical factors include the tidal station location and the slope and shape of the nearby continental shelf. Meteorological factors include the wind speed and wind direction near tidal station. Typhoon property include the typhoon-center atmospheric pressure, wind speed near the typhoon center, typhoon location (distance from the typhoon center to the tidal station), and the 7th grade wind storm radius of the typhoon. The analysis result shows the storm surges are highly concerned with typhoon center meteorological factors, eastern Taiwan. Surges in the west Taiwan are affected by typhoon center and tidal station meteorological factors clearly. An empirical typhoon-surge formula considered meteorological factors near typhoon center and tidal station was proposed in the present paper. Five coefficients in the empirical formula were determined by a regression analysis for each of the 23 sets of measured typhoon-surge data at Cheng-gong Tidal Station, Gen-fang Tidal Station, Syun-guang-zuei Tidal Station and Dong-shih Tidal Station between 1991 and 2001. Comparison reveals that the proposed empirical formula has some kind of success in storm-surge prediction at the Geng-fang Tidal Station, Syun-guang-zuei Tidal Station and Dong-shih Tidal Station. Especially, the temporal fluctuation of storm surge can be reasonably described by the present formula at Syun-guang-zuei Tidal Station and Dong-shih Tidal Station, western Taiwan.
