In the early stage, the standards including MPEG-1, H.261 and MPEG-2 have been established. Nowadays, MPEG-4 and H.263 are also established and suitable to the image communication on internet. Today the ITU-T and MPEG groups have cooperated to set up a new standard H.264/AVC, and has made many companies and researches to follow the stansard. The architecture of the H.264/AVC is more complex than MPEG-4 or early standards. If user use the personal computer to execute the image encode will wait tremendous of time to wait for processing. For this reason the best solution is to implement the H.264/AVC codec by integrated circuit. This research proposes two modules which are the DCT/Hadamard transform and Quantization and implement them by SIP.
