This thesis aims at formulating a professional project development checkpoint model by dividing the process into three phases, including project evaluation, planning and design, and progress measurement, and thirty checkpoints, with particular attention to nine aspects: category, human resource, time, cost, quality, law, purchasing, procurement, and risk. Project development checkpoint model can effectively simplify the process of project development and enhance the accuracy and completeness of the project design. Furthermore, the model provides a check points for project managers to make crucial decisions for continuing or abandoning low-stake projects. Compared to a failed project, the abandoned one could cost less. To reduce the loss in failed projects and save the capital for future projects is the purpose of this thesis.
