Automobiles and motorcycles have necessarily been the transportation for modern citizens; thus, everyone could be the victim of the traffic accident. Thought there is the compulsory automobile insurance to protect the victims, it can merely compensate for the limited degree of loss with the indemnity clause. And, the victims often can’t get the proper indemnity for ones’ poor economic situation or other factors. This research is based on gathering information and questionnaire analysis through the analyzing the effect of voluntary automobile third party liability insurance on the insurant’s attitude and behavior. The participants are the residents in Taichung city or country who have been in traffic accident, and 600 questionnaires were send out, 422 were effective (70.33%). The result shows that the cautiousness of drivers was affected by having taken out the voluntary automobile third party liability insurance. People who have taken out the voluntary automobile third party liability insurance was guaranteed more than someone having no insurance in an accident. As to the result of negotiating with the accident, the insurant could also lower the possibilities of lawsuits and settle out of court quickly to reduce the social cost.
