With the trend of internationalization, liberalization and privatization of the world’s industrial economy, there is a great change on business modes of enterprises and managerial environments. To exist under the uncertain factors of changeable and competitive environment, enterprises should keep learning, and at the same time proceeding knowledge management to increase organizational core competences and avoid negative impacts from outside. It is in order to continue changing organization, developing the quality of products, increasing productivity, seeking more growing space, and getting industrial competitive advantages.
This research is identifying the relationship between changing studies and technological abilities under the privatization of state-run enterprise. The subject is from employees of Taiwan Power Company.
Based on the width and depth of the learning theory about privatized changes, this research studies the relationship, analyzes it, and transfers it into the system of the capabilities of the changing technologies.
The purpose of this research is to identify the situation of the privatized changes of state-run enterprise and the questions found from it, to realize each learning dimension of enterprises with privatization and the influence of privatization, to find out how the organization influence organizational learning abilities during the process of privatization and how the knowledge and techniques of organizational learning will be expanded and innovated to develop managerial modes of the organization. Then this research has several suggestions which could be references for state-run enterprise during the process of privatization according to the results.
There are some conclusions based on the results and findings of this research:
1. People in TPC mostly have mid-level recognition about the width and depth of learning, and realize that learning itself is positive related with employees’ technical capabilities.
2. On the levels of employees’ recognition, external learning of the width of learning is higher than internal learning ; single-loop learning of the depth of learning is higher than double-loop learning.
3. In privatization, the greater the width and depth of learning and the level of recognition are, the more employees recognize to technical capabilities. And these two are statistically positive related.
Therefore, this research provides the following suggestions due to the privatization of TPC:
1. Increasing the width and depth of learning to strengthen technical capabilities in privatization.
2. Realizing what employees actually need, proceeding full-dimension learning for core values of TPC, and creating a learning environment.
3. Enriching employees, having nice conversations with them, and proceeding proper organizational changes to deal with changes and challenges of outside environments.
