The planner uses the largest scale map of the area which the desired points can be plotted and based on the road map to select points, design sessions and assign surveyors. The time and cost of planning project will increase when the stations are increasing more and the figures of surveyed area are irregularly distributed. However, for GPS survey, the developments of computationally efficient techniques that can satisfy particular logistics of GPS fieldwork lag behind the development in GPS techniques. Therefore, it can effectively increase the project efficiency if GIS is used to assist us in designing the GPS fieldwork. Hence, the purpose of this research is to fit widespread surveying station in various figures and increase the project efficiency. In this research, we utilize the heuristic approach of VRP, design each session of survey by clustering analysis and use GIS to get the sequence of sessions and decide the common station of each session. Finally, we use OR to make fieldwork better and finish the survey schedule. After applying clustering analysis and network analysis of GIS to design GPS fieldwork, we find the techniques that this study builds up can reasonable design GPS surveying networks. In the part of assignment model, if position of all surveying stations of area have already known, the whole cost will reduce when surveyors of the common station also move to survey. Therefore, the GPS project planner can use the computational efficient techniques to plan GPS surveying networks more conveniently.
