This paper is designed to research the practical affairs of local governments in terms of government restructuring and entrepreneur spirits. And then I will analyze the local governments’ strategies, methods, and influencing causes in promoting “outsourcing”. It is hoped that my research can provide the local governments with the way of offering high-quality service and developing potential opportunities. And it is also expected that my research can show a great window of opportunity for the local governments to restructure their operating models.
The purposes of this research are stated as follows: 1. in the aspect of politics: how can service contracting out—the means of the governmental privatization— influence the execution of policies through elected chiefs and elected institutions? How can the municipal office be helped to carry out the policy of service outsourcing? 2. in the aspect of organization: The social resources have been decreasing owing to societal progress and soaring public services. In recent years, with the slashing of the central governmental allocation budget, the local governments can only afford to pay for personnel salaries and administration fees. So, they frequently meet the dilemma of not being able to afford the basic local infrastructure building. Under these circumstances, they call for the slimming of personnel and organizations. 3. in the aspect of law: In fact, the public sects are different from private sects in terms of their offered services. Public service is supposed to take into consideration pubic aspects. That is, in the democratic society, it’s inevitable that legal factors would influence the effects of service outsourcing. Thus, I analyze and compare the service contracting out of the local governments’ public service by means of case study. And then, I research their effects and related factors, then advancing the suggestions for references.
This paper used the methodologies of literature review and in-depth interviews. I reach the conclusions that: first, (in the aspect of politics) in pushing the policy of service outsourcing, the municipal office lacks the communication and support of the public. Second, in the aspect of organization, the municipal office is to blame for lacking the sliming of personnel and fixed authorized branch to carry out the plan. Third, in the aspect of law, the municipal office has not yet legalized the procedure of public service outsourcing.
