The total sampling size was 500.435 of them were received. The response rate was 87%. Despite of 22 ineffective questionnaires, the total number of effective questionnaires was 413. The effective response rate was 82.6%. The primary conclusions of this study are listed below: 1.The influence of age on educational background and number of children has significant differences; age is also significantly different from the properties of the courses offered. 2.Profession, monthly income of the total family, and educational background are significantly different, and so are educational background and monthly income. 3.The two variables—population properties and the background of the association place significant differences on the organization effectiveness of the social development. 4.Variables of different organization learning and organization effectiveness have significant differences. 5.Whether a social development takes part in the official community evaluation project could determine its organization learning and organization effectiveness. 6.When a community plans to offer curriculum, the properties of the courses to be given should be taken into consideration; the properties of the courses and the level of the residents’ satisfaction at the community are important factors. 7.Those who have joined the Ministry of Interior’s community evaluation project are proved to have better effectiveness; the government should encourage other communities to participate in the project. Suggestions are as follows: 1.To address the problem of aging population in Kaohsiung city’s communities, it is crucial to cultivate talents to provide community service. 2.The researcher suggests the government compile the data of the communities which have participated in MOI’s evaluation project and pass on the experience to new comers.
