In 2000, the government had reorganized the Coast Guard Command, the Marine Police Bureau and the Customs Bureau as the Coast Guard Administration without systematic planning. Consequently, many problems were caused by a result of reforming hastily in the organization. Qualitative procedure was conducted in this study. The information was gathered through the procedures of literature review and open-ended interviews in order to establish the understanding of the impact of the organization reforms on the basic unit military of the Coast Guard Administration. Fifteen participants were selected from the members of basic military of Eastern Coastal Patrol Office through the process of judgment sampling. The main findings of this study represent that a career crisis about the constitutional work rights along with a sense of the uncertain future are great anxieties to the members of basic military of Eastern Coastal Patrol Office. Other findings at the personnel system are about unequal welfare, different policy at an identical organization, and lack of an unimpeded promotional system. Moreover, findings with regard to the organization are that the connection between Sea Guard and Coast Guard is improved but not the cooperating attitude, and the professional proficiency is still insufficient.
