Ground service is the basic factor to support air transportation provides speedy and efficient service. Subject to the limit human resource and the operation time, the efficient allocation of ground service staff is the key point to decide the effect of ground service operation. However, the ground service must begins if aircraft arrives accurately and the amount of cargoes influences the time spending on ground service. Therefore, the demand characteristic analysis of ground service is the basis to design ground service scheduling. The purpose of this study is to investigate the demand characteristic of domestic ground service operation. Moreover, this study will be useful for developing feasible ground service scheduling model and crew elasticity allocation system further. A case study is conducted to a Taiwan’s major ground services company. Base on the difference and indepedance on work properties, we solve the scheduling model on different staff respectively, and the LINGO program is adopted. The results show that it is effective to solve the model by different staff, and there is 15.8% manpower saving respect to the results of company doing now.
