The objectives of this study are following; First, to study the integrative manner of academy-industry cooperation. Second, to study the foundation of the academy-industry cooperation. Third, making strategies to establish strategies of academy-industry cooperation. Fourth, evaluating for the further step of international academy-industry cooperation. For the subjects of this paper, includes the directors of the R&D divisions or technological cooperation and teachers of perspective academy-industry cooperation by they experience. Afterward adopts the IPA as the mean to find out the CSF of the strategies. Meanwhile, using the ground theory to generate the Categories of Strategies as for driving and promoting academy-industry cooperation. At last, implements the methodological triangulation to substantiate the strategies of the academy-industry cooperation. According to the result found there are six barriers gap between academy institutes and industries while implementing the academy-industry cooperation; First, the distinct definitions of academic orientation between board of directors and school head. Second, a different attitude perceived by different teachers as they confronting perspective institute. Third, the differences of policy performance as influenced by the teachers. Fourth, the different attitudes perceived as refer to industry and teachers. Fifth, diversity generated as respective teacher in evaluating the objective of academy-industry cooperation. Sixth, there are different perceptions of beneficial result of academy-industry cooperation as coming from respective industries. After analysis and conclusion for the CSF, an academy-industry strategy can demonstrated as following: A. Academic institute a. A reward granting operation system of the academy-industry cooperation should established by perspective academy institute. b. A constructive engagement of research facilities should tally with perspective industrial circle. c. To simplify the accountant procedure of expenditure application and cancel after verification of academy-industry found by means of advancing the willing of prospective cooperation. d. To establish a strategic alliance of vertical integration for two parties through consolidating the operating system of technology transfer and R&D experts exchange to shorten the period between development and commercial performance. e. Consistent innovation constructs the student learning evaluation system by which generates the student integrated with theoretical and practicing ability. B. Government’s authority a. To consolidate the integration of academy-industry by means of stimulating the participation willing of teachers. b. To correct the evaluation means and measures of academic institutes as for fulfill perspective need of integration of theory and practice. c. Making improvement on means of the promotion and assessment for academic teachers while can strengthen the willing of academy-industry cooperation. d. In order to secure the long-term incomes for perspective academic institute that governmental authority should loosen the managing regulations of concurrent post and individual investment by which can help teachers through technological implement to practice the theory as well as providing a practical training for students. With aspect of drafting strategies to overcome the international cooperative barriers of academy-industry, this paper includes following guiding principles for authority: A. Promotion for local student on foreign language communicative abilities. B. Promotes international concept for students. C. Implement of science interview for academies and industries to establish a long-term relationship between academic institutes and industries. D. To consolidate a foundation for perspective academy-industry cooperation. E. Implements local industrial relationships as for establishing the multinational communication. F. To assemble a research team that has the property of cross domain. G. Extend current developing objective to ensure the value. H. Engages an enterprise diagnosis function to understand perspective requirements. I. Starting upon procedures of academy-industry cooperation from the multinational corporation of local enterprises. The paper reveals the discoveries and conclusions regarding to the subjects of academies, teachers, students, and government and providing a reference for follow-up research on the object of promoting and improving for academy-industry cooperation.
