The “Develop Plan of Culture and Creative industry ” in the “Challenge 2008: the Key Plans of National Development” which addressed by government combined different sectors such as culture, art and design industries in “Creative industry”. They are the cores of knowledge economy, which made by “innovation” in the key plans of national development. By pushing relevant plans to upgrade the economy production and labor population, and create diversity culture at the same time. By using computer and Internet, the traditional animation industry, which is one of the “key industries” in the culture and creative industry, become more diversity and variety. However, the animation industries in Taiwan face the situation that only with OEM but lack of making local animation. How to develop the local animation of culture and creative industry is the important issue among the government and industries. With the literature review and the investigations of Taiwan animation companies, we use the importance analysis to get the key factors. After condensing some criteria, we construct the hierarchical structure of determining key capabilities for pushing the animation company. The fuzzy Delphi method is integrated with the eigenvector method to form a set of pooled weights of the extracted criteria. Through the hierarchy integration, we obtain the final scores of capabilities. Then we use a revised Chang and Chen’ s ranking method to rank the final scores.
