The Economic thought in West Europe could attribute to Naturalism during 17 and 18 centuries. In England, they had implemented an industrial revolution. The fast change of society and machines appearance continuously leaded the sharp change on the concept of production. Moreover, the scale of enterprises is more and more large. As those reasons above, the social of England departs from the agriculture age quickly and then started a capitalism age. Thus, the classical school that Adam Smith (1723~1790) pioneered in, became the core thinking of recent Economics.
However, the Economy of Germany lags behind England relatively. As the England had completed industrial revolution and the firms in England made a dumping to Germany. The infant industries in Germany couldn’t compete with England. As this reason, Germanic government tried to protect their infant industries and enhanced domestic productivity. Thus, the German Historicism pioneered by Friedrich List (1789~1846) that opposed free trade policy advocated by Classical School in England was appearance.
As Friedrich List brought up an economic theory that different with main stream school, and he realized that the policy should be implemented according to different countries and economic environment is important. The purposes of this research are realizing the economic developing stage theory, the national economy principle, productivity theory and infant industry argument at the first. Then we will study his thought deeper and compare his thought with WTO strategy to find their similarities and dissimilarities. Finally, we will have a commentary against the specialty of Friedrich List''s economic theory.
The research of this study lead to five conclusions and confirms the existence value of the Friedrich List economical theory. Adopting the suitable protection policy in a boundary and stage by stage will enable the various countries quickly to develop to the suitable economical level, and achieve the free trade boundary.
