The criminals take the advantages of the convenience, the speed and the concealment characteristics of the web to make various of cyber crimes. According to the statistics of Taipei Municipal Police indicate that the number of cyber crimes in 2004 increases restively 12 times as that in 2003. These crimes will brig significant damages to individual and our society. Due to the speedy development of web technology and the rigidity of the police system, the cyber-society – area not being patrolled- is thus created. And it is for this reason, understanding the capability of policemen on the investigation of Computer Crimes becomes necessary, which can be used on computer crime investigation to improve effectively the strategy which can maintain the order of cyber-society and protect the rights and safety of computer users and to enhance criminal police training to cope with cyber crimes. This research method used in this study includes literal review, expert visiting and the questionnaire method. Researcher has developed a questionnaire, titled “Questionnaire on the Policeman’s Investigation Capability to Computer Crimes”, based on the articles written by authorities and experts. The questionnaire mainly consists of three parts: the individual characteristic data, the content of computer criminal detective ability, and the data of enhancement for computer criminal investigation. The purpose of the first part-individual characteristic data is to analyze what are the main factors that may affect police’s capability to computer crime investigation. The aim of the second part-the content of computer criminal detective ability is to investigate the criminal investigation policeman’s general knowledge on investigation, on laws/orders and technologies, on skills in handling evidences, on pre-investigation processes, and on searching and seizure of evidence skills. The goal of the third part-the data of enhancement for computer criminal investigation is to survey the standpoint of criminal investigation police on the actions which are proposed by exports through “export visiting”. The data of the questionnaire are analyzed by using software tools of SPSS ver.10.0 for Windows. including Frequency Distribution, Factor Analysis, Reliability and Validity Examinations, Multivariate Analysis of Variance, Oneway ANOVA anHotelling T2 analysis and Canonical Correlation Analysis. The findings of the study demonstrate that policeman’s education background, computer usage frequency, computer training, service unit, the type of work assigned to a policeman, and the general nature of a policeman’s work all have significant effects on the investigation capability to computer crimes. Furthermore, by more advanced analysis it appears that the capability of those criminal investigation policemen(Computer Crime Task Force) who have long exposure to computer training and computer technology is evidently prevailing over that of other criminal investigation policemen. Therefore, this study suggests that the police administration should support the full-scale promotion on computer usage, encouraging criminal investigation policemen to use information technology, increasing learning opportunities for criminal investigation policemen, enhancing the computer education training facility for criminal investigation policemen, etc., in order to promote the investigation capability to cyber crimes for criminal investigation policemen.
